That is quite a broad scope. Which have you found?
You can have database tuning designs (OLTP 3th normal form, OLAP datamarts)
, tuning methodoloy
, understanding database concepts
, troubleshooting software (software errors)
, troubleshooting hardware (hardware errors/configuration that might affect your database)

If it really is Oracle related, you had better post the actual question for this assignment. You could also talk to your fellow student, who posted the same question on OTN (with a similar lack of detail),

Each and every RDBMS are different, so no general principles but this one which is the performances directive: never asks a database to do more work than it has to do.

If you're new to databases, tuning is not where to start. First understand how your database works and understand it well. Then you're in a better position to understand the bottlenecks you will encounter and how to resolve them.

Before you read anything, read the concepts book and make sure you fully understand it.
